我国沿海滩涂资源:时空演变、利用效益与发展对策

Coastal mudflat resources in China: spatial-temporal evolution, utilization efficiency, and development strategies

  • 摘要: 滩涂是重要的国土资源,资源数量与质量始终处于动态变化中。调查掌握我国沿海滩涂资源数量时空演变、利用成效及存在问题,可为滩涂资源高效可持续利用提供政策依据。第三次全国国土调查主要数据公报,我国现有沿海滩涂面积达到151.2万hm2,沿海省份均有分布,其中江苏省占比最高(占全国的25.4%),近年来,我国滩涂面积总体呈现缓慢淤涨态势,据估算每年淤涨量2~3万hm2,人类活动是其主要驱动因子。我国滩涂围垦利用历史悠久,利用方式有盐田制盐、农业种植、水产养殖、港口—城镇—工业建设、湿地保护与旅游及新能源开发,利用方式的演变与不同历史时期的经济社会发展需求紧密相关。不同区域滩涂资源的开发数量、强度及利用潜力均呈现强的空间异质性,生态承载力与环境负效应是其开发利用的主要约束因子。综合效益比较来看,种养结合与新能源开发利用优势突出。由于滩涂成因复杂,且受围垦政策限制,当前主要以湿地保护和渔业养殖为主,利用方式单一、利用效率较低,其生态及经济价值均有较大的挖潜空间。基于新时期国家耕地和粮食安全保障战略,提出加强滩涂资源属性界定与数量动态监测、科学测度不同利用方式潜力、加大科技创新支撑、配套完善支持政策,推进滩涂资源的高效可持续高效利用。

     

    Abstract: Coastal tidal flats represent a crucial land resource, with their quantity and quality continuously undergoing dynamic changes. It is essential to comprehensively investigate the spatiotemporal transition, utilization efficiency, and existing challenges of coastal tidal flats to provide critical support for their sustainable and efficient utilization. According to the main data bulletin of China’s Third National Land Survey, there are 1.512 million hectares of coastal tidal flats in China, and Jiangsu Province accounts for 25.4% of the national total. In recent years, the area of tidal flats in China has generally been expanding slowly, with an estimated accretion rate of 0.02 to 0.03 million hectares per year, primarily driven by anthropogenic activities. China has a long history of tidal flat reclamation, with evolving utilization patterns closely mirroring the socioeconomic development needs across different historical periods. The scale, intensity, and potential of tidal flat exploitation exhibit significant spatiotemporal heterogeneity among various coastal regions. The tidal flats have been utilized through various approaches, including salt production, agricultural cultivation, aquaculture, port-urban-industrial construction, wetland conservation and tourism, as well as renewable energy development. Among these, integrated agriculture-aquaculture systems and renewable energy projects exhibit particularly prominent comprehensive benefits. Due to the complexity of their formation mechanisms and coupled with reclamation policy restrictions, China's tidal flats are currently under-utilized—predominantly for wetland conservation and aquaculture. This limited utilization pattern results in suboptimal efficiency, leaving substantial untapped potential in both ecological and economic value. Based on the national strategy of cultivated land and food security in the new period, it is proposed to promote the efficient and sustainable utilization of tidal flats by strengthening the definition of resource attributes and monitoring their quantitative dynamics, scientifically assessing the potential of different utilization methods, enhancing scientific and technological innovation support, and improving supporting policies.
